Nelmar Terrace resident raises construction vibration damage; commissioners ask staff to review PUD requirements

A resident of Nelmar Terrace told the City Commission during public comment May 6 that construction vibration has caused cracking and other damage to historic structures in the neighborhood and urged the city to adopt regulations that require pre-construction assessments and daily vibration monitoring.

Melinda Rakanze (address given during comment) said vibration damage began in December 2023 and that vibratory compactors and pile driving were particular concerns. She handed staff a guide she said provides a roadmap for regulation and argued that historic buildings often have lower tolerance thresholds and therefore need stricter protections, including baseline condition assessments and daily monitoring during work.

Multiple commissioners and the city manager acknowledged the complaint. Commissioners noted the pending exchange-bank PUD and said they would request that project-specific PUD materials include a vibration plan and monitoring requirements. One commissioner urged that the city investigate ordinance or code changes to set construction vibration thresholds, permitted equipment, and times of operation to protect historic structures.

City staff said they would pursue investigations and coordinate with the city attorney to determine options for zoning or procedural changes. The city manager later confirmed that staff would investigate how to modify permitting and PUD review procedures to incorporate vibration safeguards. Commissioners encouraged Nelmar Terrace leaders and property owners to continue documenting damage and to provide staff with copies of any professional assessments.
