Architect Carl Hanson presented the proposed 6,000-square-foot residence and 1,500-square-foot garage, materials, and landscaping plans during the public hearing. Hanson said the design retains existing stone walls at the entry, uses dark-sky-compliant exterior lighting and proposes native stone foundations and cedar-shingle roofing to match the local vernacular.
The board's written approval resolution reaffirmed that coordinated State Environmental Quality Review (SEQRA) was not required and found the project consistent with the town zoning chapter. The resolution authorized the Planning Board chair to stamp and sign the site plan after the applicant satisfied three conditions, including submission of the exact dark-sky-compliant lighting fixtures and a formal DEC jurisdictional-determination letter. The board also noted that the applicant must ensure that the final plans submitted to the Building Department match the approved, signed site plans.
The public hearing was closed before the board took its approval action. The board recorded that Dutchess County and other advisory reviews had been consulted and that the applicant had received conditional board-of-health approval for the septic design.
