The Sacramento County Board of Supervisors approved two separate letters of public convenience and necessity (PCN) on April 22 allowing Type 21 alcohol sales at convenience‑store sites in the Antelope community.
Leanne Mueller of Planning and Environmental Review summarized staff findings for two parcels: 5873 Antelope Road (an AMPM market and fuel station project) and 4311 Antelope Road (an existing Antelope Food and Gas station seeking an expanded license). Both sites were reviewed under a one‑mile radius map required for PCN considerations; each lies within a census tract the county identified as “high crime” for the Sheriff’s District 1 Antelope subarea. The CPAC recommended approval in both cases and staff reported no written agency opposition in the administrative record at the time reports were prepared.
Applicants and community supporters spoke in favor of the licenses. Diane Kinderman, representing the applicant for 5873 Antelope Road, said construction is near completion and anticipated occupancy in May. Supporters of the 4311 Antelope Road application included local business and property owners who described the applicant as a long‑standing operator and active participant in the Antelope Business Community District.
Board votes: the motion to approve the PCN for Item 49 carried with Supervisor Hume recorded as a no vote. The motion for Item 50 also carried, with Supervisor Hume again recording a no vote. Record materials show staff found the applicants had provided operational controls and community benefits sufficient under county code and CPAC endorsement supported action.
The licenses will be issued by the California Department of Alcoholic Beverage Control (ABC) following County PCN letters and ABC review and issuance procedures.
