Planning commission recommends rezoning of 3305 Dan Avenue to C-3 with limited-use overlay

The Jonesboro Metropolitan Area Planning Commission on Tuesday recommended that the City Council approve rezoning of a 6.78-acre property at 3305 Dan Avenue from R-1 (single-family medium density) to C-3 (general commercial) with a limited-use overlay.

Proponent Travis Fisher of Horizon Land Surveying represented the Campbell Family Trust, which owns the parcel. Fisher asked that the commission forward the rezoning request to City Council so the property may be redeveloped under commercial standards.

City planning staff reviewed the application and recommended approval with multiple conditions. Staff said the proposed site plan must satisfy all city-engineer requirements, comply with the stormwater drainage manual and flood-plain regulations for any new construction, and submit a final site plan for planning-department review before redevelopment. Staff also noted that any future change of use would require planning-department approval and that the limited-use overlay would prohibit cemeteries, communication towers, adult entertainment, homeless shelters, medical marijuana dispensaries, and billboards on the site.

No members of the public spoke in opposition during the hearing. Commissioners asked questions, received staff clarification, and then voted to forward a favorable recommendation. Planning staff informed the applicant that the rezoning will next be scheduled before City Council and that materials must be submitted in time to appear on the council agenda; staff said the project needs placement on the city-council agenda by Thursday at 10:00 to meet scheduling timelines.

The recommendation now moves to City Council for final action.
