Community‑led air monitoring flags elevated NOx, particulate matter and metals in parts of Sacramento

Sacramento County on April 22 presented findings from a community‑led vehicle emissions project that combined mobile monitoring and neighborhood surveys to map pollution at a finer scale than fixed regional monitors.
Gail Brosnan of Sacramento County Public Health, Richard Falcon of United Latinos and Wayne Linklater, professor and chair of Environmental Studies at California State University, Sacramento, described a mixed‑methods effort that placed sensors at hundreds of randomized sites, collected 1,276 community health surveys and returned results to affected neighborhoods.
The mobile monitoring showed that carbon monoxide and black carbon were generally low across sampled locations, but short‑interval samples of nitrogen oxides (NOx) and fine particulate matter (PM2.5) “routinely exceeded annual or 1‑hour standards,” Linklater said. Heat‑map results identified especially high NOx and PM concentrations in North Vineyard. Linklater also said the team found “comparatively high levels of heavy metals” — including chromium and manganese — in North Highlands and West Arden Arcade, noting those metals are associated with industrial sources and vehicle emissions.
Project partners emphasized the study’s goal was not to declare regulatory compliance but to identify variation and hotspots that deserve further investigation and mitigation. Richard Falcon, who helped lead community engagement, said the project prioritized multilingual outreach and returned results in town halls and community events; the project team distributed air purifiers and educational materials and worked with local organizations to shape next steps.
County public health and partner organizations recommended continued focus on NOx and particulate matter, additional investigation of metal sources, and expanded community monitoring under programs such as AB 617 that target environmental justice neighborhoods. Researchers said the monitoring supports targeted interventions — for example, traffic management, vegetation and local source mitigation — and recommended follow‑on studies to identify precise emission sources and to test mitigation effectiveness.
County staff said they will share the data with regional air districts and community groups and pursue funding and partnerships for further monitoring and local emission‑reduction projects.
