Council approves professional services agreement for new Plainview animal shelter; estimated cost fits current allocation

City staff briefed the Plainview City Council on a planned new animal shelter and recommended the council approve a professional services agreement (PSA) with Park Hill to complete construction documents and manage procurement and contract administration.
“Phase 3 is the final step where we now work with an engineer and architect company in order to do a full set of what we consider construction designs,” city staff member Jeff Johnston said, describing the project schedule and scope. Johnston reviewed prior design phases, showed a proposed floor plan with indoor‑outdoor kennels, and said the latest design is about 6,197 square feet.
Johnston presented a construction‑cost estimate of about $3,000,162 and noted the city previously approved a budget of $3,250,000 for the new shelter, leaving a modest contingency. He described the design and procurement timeline: schematic design approximately 30 days after the PSA is signed, a design‑development submission roughly 60 days after schematic approval, construction documents another 60 days afterward, and then a sealed‑bid procurement. Staff estimated they could issue bidding documents around October and anticipated about 14 months for construction after a contractor is selected.
Council member House moved to accept the professional services agreement with Park Hill; Council member Martinez seconded. The mayor called the vote and the council approved the PSA. Staff said Park Hill's work under the PSA includes structural, mechanical, electrical and civil engineering, interior design, surveying, construction‑phase observation and contract administration.
Staff emphasized the chosen site is adjacent to the current shelter, allowing the city to continue operations during construction and then demolish the old building. Johnston said the current facility — built in the 1970s — does not flow well, is under 4,000 square feet, and is functionally outdated; the proposed replacement would be larger, add public‑facing adoption kennels in the lobby and include indoor‑outdoor kennel access with cantilevered roof cover to protect animals from rain while outside.
Council members asked timing and budget questions. Staff reiterated the $3.25 million authorization and said the PSA will move the project into detailed design and procurement. The council approved the PSA and staff will return with contract and procurement steps as the design phase proceeds.
