Regional housing agency offers $50,000 reinstated grant for Dickinson and details single-family and multifamily programs

Ron Williams, executive director of Southeast Texas Housing Finance Corporation (SETH), told the Dickinson City Council on April 22 that the corporation is reinstating a $50,000 grant previously allocated to Dickinson and described SETH's longstanding homeownership and multifamily programs.
Williams said SETH, which serves numerous cities and counties in the region, has assisted 69 Dickinson homeowners with roughly $27 million in mortgage loans over the last 12 years and distributed more than $1.2 million in down-payment and closing-cost assistance. He highlighted a Mortgage Credit Certificate program that provides a federal income tax credit available to eligible first-time homebuyers.
On multifamily housing, Williams said most SETH-owned developments are tax-credit properties rather than Section 8 complexes and reported that occupancy across its portfolio is generally high; two properties were below 94% occupancy, one undergoing rehabilitation. Williams asked Dickinson to appoint a representative to SETH's south board; the city has not had a representative since 2022 following the death of Andrea Greer.
Williams also described Bayou Country Housing Trust Fund (SETH's 501(c)(3)) and how it has funded emergency repairs, manufactured housing replacement, transitional housing near medical centers and other services for lower-income households.
Council members asked about the board meeting schedule and Williams said the SETH board typically meets the fourth Thursday each month at its offices. No council action was taken on appointing a SETH representative during this meeting; Williams said he would follow up with staff on application materials and the $50,000 one-page grant application.
The reinstated grant is unrestricted SETH general-revenue grant funding intended for affordable housing or related services; jurisdictions generally must not use it to backfill general revenue budgets, Williams said.
