Council approves audit, zoning change, rabies authority and other routine measures

The Dickinson City Council on April 22 approved the city's comprehensive annual financial report for the year ended Sept. 30, 2024, adopted two ordinances and authorized several administrative items in unanimous voice votes.

The council accepted the 2024 audit after a presentation by the city's auditors, who issued an unmodified (clean) opinion and reported the city's unassigned general fund balance rose to about 16% of expenditures. The auditors also reported a single-audit requirement for federal grant spending and noted upcoming reporting changes under GASB guidance.

The council also approved a zoning map amendment changing a roughly 1.55-acre parcel in Dickinson Addition (Track 2-A) from Mixed Use to Auto-Centric Commercial (second reading), and adopted a revised Substandard Buildings article to Chapter 5 of the city code (second reading). The council voted to authorize the mayor or designee to sign an interlocal agreement with Galveston County for tax collection on certain public improvement districts and other parcels, and it appointed Nina Baker as the local rabies control authority, as required by state law.

As part of routine business the council approved the consent agenda without separate discussion. Council members then moved to appoint council representation to the Dickinson Economic Development Corporation (EDC) board in a nonvoting advisory capacity and ultimately voted to designate Mayor Travis Magliolo and Council Member Bill Schick as nonvoting advisory members of the EDC.

Votes recorded at the meeting were taken by voice; no roll-call tallies were read into the record.

The meeting minutes show the council held an executive session and returned to open session before adjourning.
