Modesto City Council approves consent calendar, routine appointments and rezoning; several contracts authorized

The Modesto City Council on April 22 approved a package of consent items that included an ordinance rezoning property at 2800 Sysick Road, the acceptance of a resignation from the Equity Commission, appointments to the Downtown Improvement District board and several procurement and grant actions.

The council voted 6-0 to accept the resignation of Adriana Garcia from the City of Modesto Equity Commission and to approve the appointment of Michelle Patiño and Thomas Guerrero to the Downtown Improvement District Board of Directors for four-year terms ending Dec. 31, 2029. Council member Wright moved the resignation resolution; Council member Williams seconded. The clerk’s roll call recorded ayes from Council members Alvarez, Rickey, Williams, Wright, Escudia Brayton and Mayor Suze Wallen.

Also on the consent calendar the council gave final adoption to Ordinance No. 3793 CS to rezone 5.3 acres at 2800 Sysick Road from Planned Development to Mixed Use Highway, accepted a construction completion and release of securities for a retroreflective back plates and striping project, approved multiple vehicle- and equipment-related purchase order amendments, accepted a Department of Energy grant for energy-efficiency work, approved sole-source and first-amendment vendor agreements, and approved updates to the Sewer System Management Plan. Each of those items passed as part of the consent calendar on a 6-0 vote.

Several purchase and contract approvals listed on the consent calendar include (information as provided on the agenda): Teniazza Electric Inc. (Livermore) — release of securities, $579,530; PB Loader (Fresno) — purchase order increase $14,728; Department of Energy Energy Efficiency and Conservation Block Grant — acceptance not to exceed $241,720; Kingsburg Truck Center — purchase of three Class 4–6 electric vehicles not to exceed $586,679; Mobile Spike Technologies (Longview, Wash.) — vehicle disablement system sole-source agreement not to exceed $750,000 over five years; Sen Cal Auto and Truck Parts (Modesto) and Rush Truck Center (Ceres) — first-amendment annual combined estimated increase $340,000; Champion Industrial Contractors (Modesto) — first amendment increasing on-call refrigeration services by $420,000 to a new total of $1,210,505 over five years; and others as listed on the council agenda.

The council also approved a two-month lease extension for a commercial tenant at 131 Ninth Street and accepted an informational accounts-payable report for February 2025. The consent vote was taken after Item 7 (a crossing agreement with Union Pacific) was removed for separate discussion. All listed consent items passed 6-0.
