Council authorizes property negotiations, condemnation settlement, easement acquisitions and approves employee compensation adjustments
Summary

- Authorization to enter negotiations to acquire property at 208 West Morrow Street (identified by the Williamson County Appraisal District as parcel R363918). The motion authorized the city manager to negotiate purchase terms and execute related documents consistent with terms discussed in executive session.
- Authorization to enter into a condemnation settlement for right-of-way across a portion of a tract owned by Land LD GttX LLC (WCAD parcel R03813) as part of the Bridal Lane expansion project; the motion authorized the city manager to negotiate and execute settlement documents consistent with the executive session discussion. - Authorization for the city to acquire a line easement across undeveloped property within Neighborhoods 81, 82 and 84 owned by Sun City Georgetown Community Association, Inc., as part of the Show Road feeder line extension project; the motion authorized the city manager to negotiate and execute necessary documents and passed unanimously.
Personnel and administrative actions included:
- Approval of a 3% market increase and a 4% merit increase for Robin Dinsmore with an annual salary change effective May 5, 2025 (city secretary).
- Approval of a 6% market increase and a 5% merit increase for David Morgan, effective May 5, 2025, and authorization for incentive payments to David Morgan as city manager; the motion also authorized the mayor to sign an amendment to the city manager's employment agreement consistent with terms agreed in executive session.
- Approval of a 2% market increase and a 5% merit increase for Skamason Samuel (city attorney) effective May 5, 2025, and authorization for the mayor to sign an amendment to the city attorney's employment agreement consistent with executive session terms.
Council also approved the statutory consent agenda by motion. All of the above motions were moved and seconded in open session and recorded as passing by unanimous voice vote. Staff did not provide public details of the executive-session terms on the record beyond authorizing managers to negotiate and execute documents consistent with those discussions.
The motions direct staff to complete negotiations, execute settlement or acquisition documents as authorized, and report back to the council where required by city purchasing or real estate policies.
