The Albuquerque City Council unanimously denied an appeal of the Environmental Planning Commission’s approval of the Mesa Film Studio site plan at the Double Eagle II Airport lease area on April 21.
The appeal, filed by several neighborhood groups and two individuals, challenged EPC’s approval of a site plan for the Mesa Film Studio in a Non‑Residential Service Use (NRSU) zone at a portion of the airport property. Following a full hearing the council voted on April 7 to uphold EPC’s approval and on April 21 adopted drafted findings that addressed standing, interpretation of the IDO (Integrated Development Ordinance) for the NRSU zone and compatibility findings. City staff told the council the appellants did not meet their burden of proof and that the EPC’s interpretation that the film studio was subordinate and compatible with airport use comported with staff analysis.
Councilor Lewis moved adoption of the findings; the motion passed unanimously. The council directed staff to place the findings in the record and concluded the appeal process.
