Mayor's veto stands; marijuana-dispensary ordinance not reinstated after no override motion

Public commenters at the meeting urged council to block marijuana dispensaries from Grove City, and council later did not attempt to override a mayoral veto related to a dispensary application, which staff said means the ordinance/application is effectively dead unless refiled.

Several speakers addressed council during new business and public comment. Julie Lisonbee (2617 Bridal Circle) said she opposed the repeal of an ordinance that had restricted dispensaries and urged council to "rethink chapter 37 32" and prioritize public health and family supports. Jason Gale (3035 Long Ridge Way) and David Hellard (3151 Orders Road) also spoke against allowing dispensaries in town, arguing the businesses would send a negative message and raise safety concerns. Ron McClure (5446 Hahn Road) asked council to "vote the will of the people" and said many in the audience opposed any dispensary in Grove City.

Later in the meeting Ms. Kelly (city clerk) confirmed that council had the opportunity that evening to make a motion to override the mayor's veto regarding the application/ordinance (C10-25 referred to in the agenda), but no motion to override was made; as a result, Ms. Kelly said, "that application and that ordinance is dead. Doesn't mean they can't come back and file another one." The transcript shows no override motion was offered.

Council took no further action on the matter during the meeting. Public commenters emphasized family and public-health concerns and asked council to survey and engage constituents on the issue; speakers and staff urged civic engagement and noted the permission to refile an application remained.
