Madison commission approves fund transfers, airport contracts, surplus program and other routine measures

At a Madison City Commission meeting, commissioners approved a series of routine and project-related measures including a resolution to move funds into assigned accounts, a property special-assessment abatement, awards for airport reconstruction work, engineering agreements for airport planning and construction administration, a change order for Park Creek wall repairs, and a city employee technology surplus buyback program.

The commission voted to adopt Resolution No. 2025-08 to transfer unassigned funds into assigned accounts so planned purchases and repairs can proceed. A staff presenter said the transfers include about $25,000 from police capital outlay to cover a recording system and flashing beacons at the elementary school, roughly $49,000 to replenish the community center’s maintenance-and-repair (MMR) fund for a missed 2024 allocation, and an amount to cover equipment repairs at the water plant. Staff described replenishment as part of routine annual budgeting and said future contributions will be made in annual budgets.

The commission approved an application to abate a special assessment placed in error after two parcels were combined into one; staff said the correct taxes were paid on the consolidated parcel and the county needed municipal approval to issue the refund. The abatement was recorded as Special Assessment Tax Abatement 2025-4.

On the airport, the commission awarded the reconstruction of the Madison Municipal Airport apron and taxi lane to Sukup Construction Inc., accepting a low bid of $683,826 across three divisions. Staff said the total bid was about 33% below the engineer’s opinion of probable cost, reducing the city’s anticipated local share to about 19.7% of ineligible costs rather than a previously expected 40%. The commission also approved professional services agreements with KLJ Engineering for construction administration and observation (total local obligation $41,332.17; state and federal share $1,168,475.81) and for planning services (airport master plan and aeronautical survey) with total contract value $364,673; staff said federal grants will cover 95% and the local share is roughly $9,117.

The commission authorized change order No. 2 for Park Creek Wall Improvements (Memorial Park, site 2) with De Castellute Excavation and Dirtwork Services, LLC, adding $10,280 to the contract to replace inadequate rock with Class C riprap for scour protection at a box culvert inlet. Staff said the work will seek FEMA and state approval and estimated the city’s local share at about 15% of the change order.

Commissioners also approved a technology surplus employee buyback program. Under the program, city departments will declare surplus technology consistent with state surplus law; most items under $2,500 will be appraised and may be purchased by employees on a first-come, first-served basis. Staff said the program is intended to reduce electronic waste and recover modest revenue; items over $2,500 would follow competitive-sale procedures.
