Kansas BSRB advisory committee adopts optional CE broker, begins Accela licensing transition and awaits next year's bill

The Behavior Analyst Advisory Committee of the Kansas Behavioral Sciences Regulatory Board heard updates March 12 on new licensing tools, a multiyear technology transition and a legislative bill that was not introduced this session.
Executive Director David Fye told the committee the board has made CE Broker available as an optional, free service for licensees to store continuing-education (CE) documentation and simplify audits. "No one would be required to pay for the use of CE Broker services," Fye said, noting some users may opt for paid tiers offered by the vendor.
Fye also described a multiagency conversion to the state's Accela licensing platform. He said the conversion began about six months earlier and may take roughly two years; the work includes reviewing existing forms and processes so electronic applications and automated functions can be implemented.
On legislation, Fye reported the BSRB's requested bill to add a behavior-analyst board member was drafted but not returned in time from the reviser's office for introduction this session. "We had asked them to go ahead and let us know when that's ready. Unfortunately, based on the number of bills that they received, we did not get that back in a way that we could introduce it," he said. Fye said he had met with House and Senate leaders who were generally supportive and that the board will try again next year.
Fye gave a broad overview of the just-concluded legislative session, including action on the state budget and several bills that may affect licensing or workforce. He summarized the session's expedited timing, noting some conference-committee procedures and deadline changes limited the board's ability to get its bill introduced in time.
The committee also received the draft of a behavior-analyst profession survey compiled by BSRB staff. The survey documents license counts and early response statistics (506 total licensees as of January 2025: 18 LABAs and 488 LBAs) and reported a 14 percent overall response rate (71 completed responses). Fye said the surveys will be finalized per advisory-committee feedback and will be used for future workforce and regulatory planning.
On administrative business, the advisory committee approved the meeting agenda and the minutes of the prior meeting by voice vote; the meeting adjourned by motion. The committee's chair said staff will contact members whose two-year advisory terms are approaching to confirm whether they want reappointment; final appointment authority rests with the BSRB chair.
Why it matters: The CE storage option and Accela migration change how licensees will submit documents and how the board will process applications and audits. The legislative delay means the board's request to add a behavior-analyst member to the BSRB must be re-filed next session; committee members discussed outreach to relevant House and Senate health committees to smooth the path to introduction.
Members of the committee and BSRB staff were asked to review the draft survey appendices before the next meeting so the advisory committee can prioritize topics such as supervision, telehealth guidance and continuing-education content.
