Commission conditionally relocates two provisions from Article 11, approves rewording of 11.11

The Charter Review Commission considered moving two provisions currently in Article 11 (11.11 and 11.12) into Article 13 and discussed changing the title of Article 11 to remove the word "contracts" if 11.12 is relocated.
A motion was made to conditionally remove sections 11.11 and 11.12 and move them to Article 13 subject to adopting corresponding text in Article 13 later. Commissioners questioned whether that motion was premature and whether the rewording should be finalized after the commission considers Article 13. The maker of the motion withdrew it and later moved to accept rewording of the existing 11.11 text; that motion was seconded and approved by voice vote.
Commissioners discussed where the relocated provisions would fit in the charter and noted that renumbering and table-of-contents changes would follow codification if voters approve charter amendments. Staff will bring back proposed Article 13 language and redlines at the next meeting for formal consideration.
