City legal and finance staff recommended a formalized, short application and a one- to two-page agreement to document public-purpose grants or donations to private nonprofit organizations.
City Attorney Cynthia Lindsey and a finance representative explained the proposed process during the April 28 work session and said auditors require documentation of who applies, the nonprofit’s status, purposes for which funds will be used, and basic safeguards such as governing-board disclosures and conflict-of-interest statements.
Staff said the process is intentionally simple: applicants would provide basic organizational information, intended use of funds, and agree to minimal oversight so auditors can verify that public funds served a public purpose (examples: services to youth, seniors, disability support, culture, health). The staff recommendation preserves the commission’s prerogative to direct funds but favors having applicants submit the application rather than using commissioners as the primary applicants.
Commissioners discussed whether a commissioner could complete the application on behalf of an organization; staff said that was possible but that better practice is for the recipient organization to apply and sign the agreement. Staff also noted the county’s more detailed 10-point program as an existing comparator but recommended a shorter local approach for routine donations.
No resolution was adopted at the work session; staff proposed taking the proposed application/agreement form to a future meeting for formal adoption and suggested the commission could approve individual donations once the applicant form is complete.
