Preliminary plan to turn Henrietta B. Foster Center into business incubator received; project near budget

The MAPS for Citizens Advisory Board received the preliminary report for the Henrietta B. Foster Center renovation and repurposing as a business incubator.
Branson Young of JHBR Architecture presented the plan to rehabilitate the existing one‑story community center at the south boundary of the Innovation District into a mixed facility that includes retail storefronts for program participants, flex office space, a commercial kitchen, a dividable conference center and a preserved portion of the gymnasium for flexible use. Young described a new south‑facing main entry with added parking to the south, new elevator and stair circulation to provide ADA access across changes in floor elevation and a mezzanine with a podcast studio, maker space and conference support.
Young said an early demolition package has already been completed for $181,030 and that the overall design budget was $12,254,600. After subtracting the demolition package, the remaining design budget was $12,073,570 and the project cost estimate currently stands at $12,058,538 — roughly $15,000 under the remaining budget. The project schedule in the presentation shows final design in February, bidding in February and construction from January 2026 through May 2027. The board voted to receive the preliminary report (item 2ks).
