The Public Works Committee reviewed and directed action on multiple traffic-and-parking operational items during its April 28 meeting.
No-parking signs on Avant: The committee confirmed a mayoral instruction to order no-parking signs on Avant; staff reported the signs have been ordered and a map prepared for installation.
Sight-distance issue at New Shackle Island and Creekwood Drive: Staff reported that required sight distance at that intersection is not currently met for vehicles on Creekwood looking northbound on New Shackle Island. The staff recommendation is to pursue enforcement under the city’s property-maintenance ordinance (remove obstructions on private property) so the sight lines meet requirements. Committee members discussed the alternative of a "no right on red" restriction for the movement with deficient sight distance but favored property-maintenance enforcement because the obstruction is on private property; staff said that if the city clears the obstruction it would invoice the property owner for time and resources.
Mustang Lane school-circulation: Traffic staff presented two options to address school-related congestion on Mustang Lane: construct an 8-foot shoulder (preliminary estimate about $250,000, subject to soils and site conditions) or open the Spearpoint gate to provide alternate circulation (either fully open or operated by the school SRO for drop-off/pick-up). The committee deferred action and agreed to meet with neighborhood residents and school representatives before taking a position.
Spearpoint street lighting: Staff found limited or no street lighting in parts of the Spearpoint neighborhood and recommended installing lights on existing above-ground poles; the committee acknowledged additional scoping is required and will coordinate with the LED-conversion staff work.
Red-light synchronization: Staff reported TDOT reviews on the red-light synchronization project remain on hold; construction documents have not been approved and staff is reviewing construction-inspection proposals.
No formal ordinance changes were enacted at the meeting; staff was authorized to proceed with ordered signage, initiate property-maintenance notifications where required for sight-distance, and return on Mustang Lane after neighborhood engagement.
