MAPS board hears final Fairgrounds Coliseum construction update; approves change orders

The MAPS for Citizens Advisory Board on a construction update for the Fairgrounds Coliseum and approved a package of change orders for the project.
Travis Pauley of Populus, the project team presenter, told the board the exterior panel installation is effectively complete, interior finishes and feature elements are being installed and the scoreboard is operational. "The last panel on the exterior was put up yesterday," Pauley said, describing progress on the building envelope, planters, signage and interior finishes, including a tiled grand stair, LED ceiling elements and a functioning scoreboard that can be raised and lowered.
Pauley reviewed a set of 16 change-order items that include electrical and control work for the scoreboard hoist, schedule-related repaving, relocation of a concession sink, added ladder cage and fall-protection features for high roof access, additional stainless-steel panels at concession exhaust hoods required by an inspector, transformer work for the main lobby lighting, power for a carbonation system at the atrium bar, upgraded city-standard asphalt and removal and on-site preservation of 720 historic Norick seats. The largest single item he identified was a Norick asbestos abatement contract for $719,000 to remove hidden asbestos in upper wall panels before demolition of the Norick grandstand can proceed.
Pauley said the change orders total $834,347 for the latest item and, in aggregate, put the project at an increase of "less than half of a percent" over the original contract amount; he also said the project had been operating below contract on prior change orders and that the asbestos abatement was the primary driver of the net increase. The presenter told the board the change orders "have not changed our substantial completion date for the Coliseum, which is still scheduled for June 1." The board voted to approve the listed change orders.
The presentation included a near-term schedule: punch work through May, opening June 1, asbestos abatement of the Norick upper areas to begin once the fairgrounds vacates the space (a 30-day abatement window), demolition of the Norick planned for July–September, and subsequent Phase 4 work behind that demolition.
The update included cost and schedule clarifications but no change to the stated June 1 substantial completion date. Board members did not ask for additional information after the presentation and then approved the change-order package during the meeting.
