Council allows Alcazar Theatre to repurpose FY24–25 community grant for I Am Carpinteria forum and directs staff to enable scope changes

The Carpinteria City Council on a unanimous voice vote approved a staff recommendation allowing the Alcazar Theatre to apply its unused FY24–25 Community Services Support Grant (CSSG) funds to the I Am Carpinteria forum scheduled for May 15 and directed staff to modify the CSSG program to permit grantees to request mid‑year scope changes for city review.
Ryan Benson, Management Analyst, told the council the Alcazar originally proposed using the grant for school‑based performing arts programming but, because of timing and the school year ending, the theater requested repurposing the awarded funds so they could be used this fiscal year for the forum, a free community panel and discussion in partnership with the Carpinteria Library.
“Staff recommends that the council approve to modify the scope of work as it will allow the funds to be exhausted this fiscal year,” Benson said.
Council members asked whether the modification process would be available to other grantees in the CSSG program. Staff said they would add language to the grant application and a staff review/finance committee step so grantees could request scope changes and staff could process them rather than forcing a one‑off council action. Several council members supported adding routine check‑ins between staff and grantees and having grantees report back on how funds were used.
The council voted to authorize the Alcazar Theatre to use the funds for the forum and directed staff to edit the CSSG program to allow grantees to request and staff to review and approve modifications during the grant life. The motion passed on a voice vote with council saying “Aye.”
Staff also said three grantees would present at the next council meeting so the council could hear results and that staff plans an assistant city manager‑led nonprofit meetup to foster reporting and coordination among grantees.
