Kodiak assembly debates stricter rules, chair pay and local preference for service-area boards

The Kodiak Island Borough Assembly spent a lengthy portion of its April 24 work session debating proposed changes to how service-area boards are required to meet and how absent members are handled, and separately considered a request to increase the monthly stipend for Service Area 1’s chair.
The discussion centered on an ordinance (FY2025-16) that would amend Title 4 (Service Areas), Chapter 4.15 to tighten attendance/accountability standards for service-area boards and on a resolution (FY2025-25) seeking to raise Service Area 1’s chair stipend from $400 to $800 per month.
Assemblymembers said they support stronger public meeting frequency and better notice for small, remote service areas but worried about a provision that would automatically vacate seats after two missed meetings. Assemblymember Scott said he was “very concerned about tossing elected members off” and preferred safeguards for elected representatives; Assemblymember Lynn Wright said she wanted meetings that actually take place for the public to attend, adding, “We are elected to show up.” Other members urged a less punitive approach and more administrative support to help boards schedule meetings, publish calendars and recruit members.
Attorney comments printed for the meeting flagged drafting problems in the proposed ordinance (including the removal of the word “regular” from meeting requirements). Multiple members asked that the word “regular” be reinserted so special meetings would not trigger removals; that change drew broad support. The assembly also coalesced around removing an automatic-vacancy clause and asked staff to draft alternate accountability mechanisms that could include published annual meeting schedules, local-level removal procedures, or a “bidders preference”-style approach that would favor residents when land or services are tied to a board decision.
The proposed stipend increase for Service Area 1 drew separate debate about process and optics. Nova (staff) told the assembly the Service Area 1 board held a public hearing and voted to recommend increasing the chair’s stipend to $9,600 annually. Several members supported some increase but not an immediate doubling. Concerns were raised about the mayor’s relationship to service-area operations: because the mayor presides at assembly meetings and service-area matters can overlap with borough administration, some members said the combination complicates appearance and conflict-of-interest questions. Nova clarified that service-area board appointments are made by the assembly and that the current Service Area 1 board members were elected.
Assembly direction: staff was instructed to revise the ordinance to reinstate references to “regular” meetings, remove automatic vacancy language, and return with options for accountability (for example: published annual meeting calendars, clerk follow-ups, or locally led removal procedures). The revised ordinance will be reworked and discussed again when service-area boards present budget information and during a future work session with service-area members invited to comment.
Outlook: The assembly did not adopt the ordinance or the stipend resolution at Thursday’s session; both items were left for follow-up edits and additional public input.
