Public works and budget staff summarize capital projects, DOT review and FEMA grant status

Public Works Director Stan O'Neill summarized the city’s capital project list at the budget retreat, describing a broad set of planned investments across general government, streets, airport and parks.
O'Neill noted several large items in the capital-improvement picture, including costs for the 2026 regional election that will affect the Clerk’s Office, airport facility maintenance (including parking-lot work) and a sizable snow-removal-building project at the airport. In streets, staff highlighted planned repairs and safety work on Beulah, John Wesley Powell, Lone Tree and other corridors, plus asphalt repairs to FUTS (shared-use trails). O'Neill described many of the presented items as one-time costs.
On external grants, staff said the city had received general compliance letters from the U.S. Department of Transportation but not award-specific guidance. “We did get… letters just saying comply… but not specific to a grant,” a staff presenter said. The staff update also said a FEMA grant tied to the CHILIP outlet was at a regional director for signature, indicating progress in that review.
Council members and staff discussed grant reliance and the role of outside funding in enabling many capital projects. Staff said that, where appropriate, grants are being pursued and that work on certain grant-funded projects is under review.
No formal actions or votes on the CIP or grants were taken at the retreat; the session was an informational review and question period.
