Council acknowledges emergency declaration for D Street beach-stair repairs; asks timeline and options to expedite opening

Engineering staff reported that routine inspection found severe deterioration in the steel substructure of the D Street public stairway accessing the beach. Senior Engineer Ben Stryker said corrosion had compromised primary load-carrying elements and timber connectors, reducing the redundancy of the structure.
Because of the safety concerns, the City Manager declared a local emergency so that staff could begin repairs as soon as possible. Council received the emergency declaration and asked staff to provide a timeline for procurement and construction and to evaluate options to expedite repair work so the access can be reopened for the summer season where feasible.
Staff noted a preliminary cost estimate presented earlier in the budget workshop (roughly $1 million, presented to council) and said they would pursue expedited contracting and update the council with a firm schedule and funding plan.
