Commission rezones small London Bridge Road parcel to light industrial to match adjacent storage use

The Lake Havasu City Planning and Zoning Commission voted Dec. 19 to rezone a small waterfront parcel at 850 London Bridge Road from Agricultural Preservation (AP) to Light Industrial (LI).
City staff told the commission the parcel is a narrow "sliver" that has functioned as open storage and that surrounding parcels are zoned LI; "the Light Industrial Zoning District is the most appropriate, obviously, in this case," staff said in presenting the item.
Staff and commissioners discussed site complications including a 1923 gas-line easement that runs through the lot and the absence of recorded right-of-way designations for Dover and London Bridge roads. Commissioner Stu Still asked whether the parcel had previously been state land; surveyor Lee Johnson said the sliver was sold by State Lands in the mid-1980s and had been held in fee simple since then.
Applicant representative John Stevenson of Clear Sky Capital said his firm intended to expand an adjacent storage-unit complex onto the parcel. "Fee simple. It has been since, the records that we could find," Stevenson said when asked about ownership.
Commissioner Chad Nelson moved to approve the rezoning (Land Use Action ID 19-18-64); the motion was seconded and the commission voted 5-0 to approve.
Staff recommended rezoning based on conformance with the development code and the parcel's existing development context; staff recorded the recommendation as meeting development-code requirements and advised the commission accordingly.
