Smithfield planning board approves minor subdivision, sets continuances for several hearings

The Smithfield Planning Board on April 17 granted preliminary plan approval for a minor subdivision that reconfigures four parcels around Douglas Pike and Ridge Road and continued several public hearings and applications to later meetings to allow time for surveys, peer reviews and state permitting.
The board voted to approve the minor subdivision for properties at 540 Douglas Pike and 46–48 Ridge Road after the town planning department’s recommendation that the preliminary plan conditions had been satisfied. The approval included frontage and setback relief requested by the applicant; the planning department memo recommending approval was entered into the record and the board approved the preliminary plan by voice vote.
The board also took procedural actions to continue several other matters so members could review documentation or to allow sellers/applicants time to complete surveys and obtain state comments. Recorded actions included:
- Continuance: Amelia’s Way (260 Old County Road / ID 20405). Applicant requested another month because of outstanding DEM comments; the board approved a continuance to June 26, 2025 and notified the public that today’s hearing served as notice for the continuance.\
- Continuance: Greenville Farms (89 West Greenwich Road / ID 2008). After substantial testimony and supplemental materials from environmental, traffic and fiscal consultants the board agreed by voice vote to continue the decision and leave the public hearing open; the decision was continued to May 15, 2025 and the statutory decision clock was continued by agreement of the parties.\
- Continuance: 20 Levi Lane / 25 Levi Lane (site control and stormwater/survey issues). The board was told the seller of an adjoining parcel is obtaining an updated survey; members agreed to continue the matter to June 26, 2025 to allow the parties to finalize the survey and the applicant to present a stormwater plan for the expanded parcel.
Board members and staff specifically asked applicants to bring printed binders of any documents that arrived by email shortly before the meeting so board members can review them in advance of continued hearings. The board also noted that any matters requiring DEM freshwater‑wetlands approvals, sewer or water authority approvals or traffic peer review will return with those materials in hand.
No major new votes on land‑use policy were taken at the meeting; the board’s vote on Douglas Pike’s preliminary plan was the principal approval. The board recessed twice during the evening and set return dates for several continued matters.
