Assembly reviews annual work plan; ADU preapproved‑designs and micro‑unit monitoring move forward

The Anchorage Assembly Rules Committee on Oct. 9 completed its quarterly review of the Assembly's annual work plan and discussed several housing projects that committee members said are moving forward.
Assembly staff reported that the preapproved ADU designs program has an architect under contract and a second contract is being prepared; staff said Alaska Public Media will run a story when the designs are released. "The preapproved designs for ADUs is finally moving forward. I've got 1 architect under contract, and I'm about to send the paperwork for the next," a committee presenter said.
Members also discussed recent municipal investments in micro‑unit housing and said monitoring the micro‑unit project outcomes is needed before advancing additional related items. One member said the city has "invested millions of dollars in micro units," and suggested tracking metrics before adding further projects into the annual work plan.
Infrastructure and budget work also came up: members discussed the Casa service‑area funding/CIP conversation and said the administration has convened a stakeholder working group to review prioritization before finalizing a five‑year CIP for the service area. Committee members said the approach may remove an administratively produced CIP from the budget and replace it with a process that includes broader stakeholder input.
The committee framed the annual work plan as three different tools — an external set of Assembly priorities, an internal working list of members' active projects, and a smaller strategic list of top priorities — and discussed addressing the document's structure at the November retreat. No final policy vote was taken on ADU or micro‑unit items during the Rules Committee meeting.
