Clerk: short‑term rental registration will require online portal and a runway before adoption

The Anchorage Rules Committee heard Oct. 9 from the clerk's office that short‑term rental registration—scheduled as a public hearing item for Oct. 21—will require an online portal to handle applications and approvals.

Clerk staff said they have been working for years to create an online application process that routes completed applications into the licensing workflow; staff said the STR registration ordinance is currently written to be effective upon adoption and that, without the portal, the clerk's office will lack the operational runway to implement the requirement.

"That being done would be critical for the clerk's office to pull off the short term rental registration process that is coming before you on the 20 first as a public hearing item. So we will need a runway for that," the clerk's report said during the meeting.

Committee members asked that the administration and the Office of Management and Budget coordinate with the clerk so the portal and implementation timeline align with any ordinance effective date. The clerk's office said it plans conversations with licensing staff and the administration and urged early coordination because the staffing group must complete the software conversion and process changes before a registration requirement is activated.

Separately, committee members and legislative services discussed a procedure for placing published news articles into the legislative portal; staff said any article PDF uploaded as a legislative document will include source attribution and a direct link so outlets retain credit and readers can find the original online copy.

No final action on the STR ordinance was taken at the Rules Committee meeting; the clerk's office asked for lead time to complete the licensing portal before implementation.
