The Muscatine County Board of Supervisors voted Oct. 6 to authorize the chair to sign a memo declining participation in an amended 28E agreement for the Eastern Iowa Ability Disability Alliance.
County staff explained the alliance would offer a seat on a regional board but said operational activities are governed by state rules and the group has limited local presence. Staff reported that local clients have primarily been referred to the Robert Young Center and that nearby counties are planning only minimal in-person coverage (one county estimated about four hours per week). Staff concluded that limited on-the-ground staffing would not adequately serve people in need and recommended declining participation.
Board members approved the memo declining participation by voice vote. Staff said counties that want on-site staffing could offer office space if the alliance arranged periodic visits, but no such sustained presence was currently planned.
The county will continue to rely on local providers such as the Robert Young Center for disability-related referrals, staff said.
