Ordinance 25‑14 amends section 78‑50 of the Winter Garden Code of Ordinances to shorten the period after which the city returns residential utility deposits from two years to one year and eliminates the requirement to pay interest on those deposits. The ordinance was introduced at first reading and commissioners voted to send it to second reading on May 8; the motion carried unanimously.
Separately, commissioners approved the summer sidewalk sale event, scheduled for Saturday, Aug. 2, 2025, which staff said will take place on downtown sidewalks, include live music and merchant promotions, and will not require road closures. Staff recommended the event to coincide with the state's back-to-school sales tax holiday; the commission approved the recommendation unanimously.
