Board approves donor-funded Doherty High field house contract and initial contingency transfer

The Board of Education approved a contract and an initial capital transfer to start construction of a donor-funded athletic field house at Doherty High School.
“...I move that the board of education approve contract C2020Five-ten15 to GH Phipps Construction Company for the construction of the athletic field house at Doherty High School,” Director Hifley moved. The motion included a base bid and two add alternates totaling $3,008,770 with a performance period of April 24, 2025, through Nov. 30, 2025.
Board members heard that local donor Andy Wilfong had funded the design and pledged $2,995,000 toward the project; the district would cover approximately $13,000 in out-of-scope items. Administrators said the donor had requested phased payments and that the contract would be funded in increments as donations arrived. The administration also said it had run a competitive procurement process with multiple responsive offers and technical evaluations; the selected general contractor, GH Phipps, had a top technical score and a price close to the lowest bid.
The board approved the contract by roll call with all present directors voting aye. The board then approved a capital fund contingency transfer of $912,492 to support the next phase of the project; administrators said that amount represented donated funds the district had received to date and that additional transfers would follow as donations were received. Director Jorgensen moved the transfer; it passed by unanimous roll call of present directors.
Project details given in the meeting: the field house is a prefabricated metal building of roughly 19,000 square feet, intended for athletics and other uses (band, JROTC, after-school programs). Administrators described a phased funding plan: an initial purchase/phase of about $912,000, another tranche around June 1, and the remainder around Aug. 1; substantial completion was stated as Nov. 30, 2025, with on-site assembly expected earlier and interior finishes and turf installed afterward.
The board asked the administration to communicate the board’s appreciation to the donor.
