Cumberland School Committee approves FY26 budget amendment after $466,000 boost in projected state aid

The Cumberland School Committee voted unanimously April 29 to amend its fiscal year 2026 budget after district staff reported an approximately $466,000 increase in projected state aid.

The amendment, approved at the Cumberland High School transitional building during a budget workshop, increases projected state aid (object 41211) to $28,437,864 and reduces the district's requested town revenue (object 41210) to $51,352,544. The motion was made by Ms. Shea and seconded by Ms. DeBacon; the committee recorded the motion as passing 5-0 with Ms. Smith and Ms. Feather absent.

Why it matters: The change lowers the district's net ask of the town and reduces the previously discussed town contribution as a percentage of the budget. District staff said the revision is contingent on final state action, specifically the governor's budget going through.

Dr. Thornton, the district superintendent, said the committee received the state aid update late the prior week and asked staff to present the change. Mr. McGrath, a district staff member who attended the state RIASBO meeting, told the committee, "that number increased approximately $466,000 over the number that we had used in our budget." He added, "So 2 and a half percent, which is equal to the increase we had last year. So, overall, good news." When asked, Mr. McGrath confirmed the percentage before the change had been 3.4 percent and that the newly modeled change would lower it to 2.5 percent.

At the meeting the committee formally voted to "approve fiscal year 26 school budget amendments based on additional state aid to increase object 41211 (state aid) to $28,437,864 and decrease object 41210 (town revenue) to $51,352,544." The motion passed, recorded as 5 yes, 0 no.

A town official who addressed the committee during public comment provided a schedule of upcoming municipal budget steps: the town council will receive the budget on 05/12; the school budget will be on the council agenda for presentation on 05/21; the committee was told the first hearing is planned for 05/27 at McCourt; a first vote at Town Hall is scheduled for 06/02 and the final vote for 06/04. The speaker noted times would be posted later.

The committee closed the short workshop after the votes and public comment. The district and town will proceed with the adjusted figures as the municipal budget process continues and pending finalization of the governor's budget.
