The Santa Clara City Council adjourned a special meeting into closed session to confer with labor negotiators about Unit 2 of the Police Officers Association, Mayor Gilmore and other council members said.
City Attorney said the only listed item for the closed session was “conference with labor negotiators,” and that “appearances by finance director Ken Lee and Ashley Lancaster from the, HR department” would be part of the meeting. The attorney also told the council the session was listed to occur in the Council Conference Room but, because of the number of attendees, officials planned to move into the Sparacino Conference Room.
Mayor Gilmore told the room, “Alright, so we are now adjourning to closed session, and we don't have an open session after this, so there's a high likelihood we won't be back, we'll just be back to adjourn.” No members of the public in the chambers or online asked to speak before the council left for closed session.
The city attorney later said, “You don't even need to go do that, I will come back if there's any reportable action or not, and announce that to the group, and then I'll also do that at our next meeting,” indicating that any reportable actions from the closed session would be announced at a subsequent council meeting. The council did not return to an open session at the end of the special meeting recorded in the transcript.
The closed-session item concerns labor negotiations with the Police Officers Association (Unit 2). The transcript identifies attendance by Finance Director Ken Lee and Ashley Lancaster from the Human Resources department; no details of proposals, terms, or votes were discussed in the public portion of the meeting. The meeting record shows Councilmember Park absent and City staff noting that absence prior to adjourning to closed session.
Any formal actions or decisions resulting from the closed session were not disclosed in the public remarks; the city attorney indicated he would report any reportable action at the next meeting.
