The City Council voted Oct. 20 to adopt resolution 2025-73 approving a concept plan for a three‑lot subdivision at 0 Creek Road in southwest Chaska.
Liz (planning staff) explained that the roughly eight‑acre parcel has significant constraints — wooded steep slopes, topographic rise of about 34 feet above Creek Road, and only roughly 2.4 acres of buildable area. The applicants — Jen and Scott Schlatteroff — propose two lots to be platted now and a third outlot for future development; lot sizes would range from about 1.6 to 3.5 acres. “With all of the characteristics of the site and what's considered buildable, only about 2.4 acres are really buildable of this 8 acre site,” Liz said.
Staff told the council the city’s comprehensive plan guides a local road extending north from the roundabout at Creek Road and Savannah Way but that the two‑lot proposal does not by itself require construction of that road. The applicants provided “ghost” or illustrative layouts showing how the property could later accommodate a road and higher net density if surrounding parcels develop.
Council members asked about emergency access, sight lines from the roundabout and utility availability; staff said water and sewer stubs exist on the north side of the roundabout and that utility extensions were shown conceptually. The council also discussed preservation of wooded slopes and tree‑inventory requirements as part of the preliminary review.
Council Member Shevlin moved adoption of resolution 2025-73; Council Member Grama seconded. The motion carried by unanimous voice vote.
The action approves the concept plan and directs the applicant to address the conditions listed in the staff report at preliminary plan review, including a tree inventory, demonstration of emergency access and choices about zoning (R1B vs. PRD) for the preliminary application.
