Staff said WCS and Half’s proposal stood out because it listed a land-use attorney as the lead code writer and proposed modular public workshops to reduce information overload for residents.
Why it matters: The Land Development Code governs zoning, permitting and development standards across Moore. A comprehensive code update could change development rules, procedures and legal defensibility of code language; staff and the council said the consultant’s legal expertise was a notable selection factor.
