Moore City Council approves multiple contracts and permits; buys police rifles

- Authorization to negotiate for land development code update: The council authorized staff to enter negotiations with WCS and Half and Associates to update Moore’s Land Development Code after a qualifications-based RFP process. Staff said WCS & Half scored highest in the review because its proposal included a land-use attorney as lead code writer and modular workshops to reduce public-information overload. The council approved the authorization unanimously.
- Purchase of 33 rifles and accessories (police): Council approved purchasing 33 rifles, optics and accessories, and accepting $4,254.25 in store credit from a trade-in of surplus firearms, for a total purchase amount of $75,784.94. Staff said the purchase replaces and upgrades SWAT and department rifles and includes sound suppressors for hearing protection during training and operations. The council approved the purchase by roll call.
- Pavement preservation contract (Holbrook Asphalt, LLC): The council approved the second-year portion of a five-year contract with Holbrook Asphalt, LLC to apply a high-density mineral bond (HA5) sealant to selected city streets for $305,083.60. Staff said HA5 slows oxidation and moisture damage to asphalt; they noted scheduling and resident notification challenges and described door-hanger and Tyler notification plans. The council approved the contract unanimously.
- Public safety radio console: Council approved a budgeted purchase of a public-safety radio console system for dispatch and the EOC in the amount of $54,497.23. Staff said the purchase was a budgeted expenditure. The motion passed by roll call.
- Consent dockets and agency meetings: The council moved and approved the posted consent dockets for the City Council, Moore Public Works Authority, Moore Risk Management, and Moore Economic Development Authority during the meeting; individual consent items were not discussed in detail.
