County to study LipSick coordinator role and consider bylaw revisions for council membership

The Josephine County Board of Commissioners authorized staff to conduct a time study of the LipSick (LipSick/LIPSC) coordinator position and asked staff to propose bylaw revisions to update membership and improve participation.
Background: The LIPSC coordinator position began as a state-funded pilot six years ago. After the first year, Josephine County continued the position, historically funding it with Justice Reinvestment Program (JRP) grant dollars at roughly $52,000 per year. The coordinator’s duties have included meeting coordination, grant narrative support and other administrative tasks tied to a two-year grant cycle.
What staff proposed Director Hyde told the board that the county and the LipSick body believe the role merits re-evaluation: staff proposed conducting a time study to determine the actual hours required to perform coordinator duties and then return to the board with a recommended cost and scope. The county has an internal staff member, Angie Brown, who performed the coordinator duties previously and could serve to document time and functions for the study.
Bylaws and membership Staff also proposed rewriting LIPSC bylaws to reflect organizational changes (consolidation of juvenile and community-corrections leadership under a community-justice director and the absence of a public-health director). The board directed staff to consult the county legal department and the full LipSick body and return a recommended bylaw revision for board review.
Board action The board voted to allow Director Hyde to conduct the time study and report back, with a recorded roll call of Smith — yes; Barnett — yes; Black — yes (motion carried 3–0). The board also granted staff permission to draft updated bylaws and consult legal counsel and LipSick membership before presenting final language.
