Advisory committee asks Economic Development Trust Authority to review trustee term limits and attendance rules

The Prior Creek Advisory Committee recommended that the Economic Development Trust Authority review its trust indenture to consider removing trustee term limits and to consider minimum attendance and removal policies for trustees.

Committee members voted to forward the requests after a short discussion about procedure and whether the EDTA or council should initiate any changes. Committee members emphasized that the request is for the EDTA itself to examine its trust document and, if it chooses, bring recommended changes to the city council.

"I think the request is for the EDTA to look at what their trust document says," one committee member said, adding that any recommendation would then come back to council if the EDTA decides to act. The committee clarified that it was asking the EDTA to consider the issues rather than directing a particular change.

The motion to ask the EDTA to review trustee term limits was made and seconded and then approved in roll-call votes recorded during the meeting. A companion motion asking the EDTA to consider minimum attendance policies and a removal policy for trustees who fail to attend meetings was presented in the same form and also approved by the committee.

The committee did not specify exact amendments to the indenture or draft language; it asked the EDTA to examine the indenture and, if recommended, forward proposed changes to council for formal action. Committee members also discussed the procedural path: any indenture change would originate with the EDTA and, if the EDTA acted, would come to the city council for consideration.

The committee did not set a timeline for when the EDTA should report back.
