The Stayton City Council on July 21 authorized a $374,000 change order to the West Ida Street sanitary sewer improvements (Phase 2) contract to cover extra excavation, water-related construction issues, lateral interference and related field conditions.
Barry Buchanan, interim public works director, told the council the original contract (approved in 2024) was approximately $2.7 million. Contractors initially requested $674,000 in additional compensation; staff negotiated that amount down to $374,000 and requested council approval to execute the change order. Buchanan said the enterprise funds for wastewater, stormwater and water would remain intact after the change.
Residents in the meeting asked whether the money was budgeted or coming from contingency; staff confirmed funds were available within overall project budgets. Councilors discussed the absence of an earlier contingency in the contract and said they expect staff to include contingencies on future projects; one councilor said the increase represented an approximately 11% cost overrun.
Ending: The council approved the change order 3-0, and Public Works will finalize the agreement and provide updated project reporting. Staff said they will consider adding contingencies in future project scopes to reduce the need for mid-project change orders.
