Council approves Pacific Power franchise, emergency plan and Ida Street sewer change order; consent agenda passes

Stayton City Council approved four formal items on July 21, 2025: readoption of a nonexclusive Pacific Power franchise agreement, adoption of an updated emergency operations plan, and a $374,000 change order for the West Ida Street sanitary sewer improvements (Phase 2). The council voted 3-0 to readopt an electric utility franchise for PacificCorp, doing business as Pacific Power, after staff said the utility had not formally acknowledged an earlier ordinance within a 60-day window. The council later voted 3-0 to adopt an updated city emergency operations plan developed with Marion County Emergency Management and a contractor; staff said the update helps the city meet federal grant requirements. The council approved a negotiated change order of $374,000 for the West Ida Street sanitary sewer improvements, saying the increase covers unforeseen field conditions and extra work; staff said enterprise funds remain sufficient.
