Alta Canyon Recreation SSD board authorizes city to proceed with rec center capital improvements

The Alta Canyon Recreation Special Service District (ACR SSD) Board of Trustees met immediately after the April 22 Sandy City Council session and adopted a resolution authorizing the city to proceed with capital improvements to district property in support of the planned Alta Canyon recreation center.
Senior civil attorney Joel Kessler explained the legal background: the 2021 local agreement between the city and the district allows the city to make capital improvements to district property but requires the district’s permission for specific work. The board’s resolution grants that permission so the city can finalize a construction manager/general-contractor contract and proceed with procurement.
Kessler said the city selected Layton Construction as construction manager/general contractor through an RFP process and is finalizing contract terms; the board’s action is the formal authorization the city needs to move forward.
Board member Zach Robinson moved to adopt ACR SSD Resolution 25-01; Board member Marcy Hausman seconded. The board adopted the resolution unanimously. The city and district will continue with contract finalization and project procurement steps, and staff indicated they will bring the contract materials and scope documents to the council as appropriate.
Why it matters: the board’s action is an administrative but required legal step enabling the city to execute contracts and begin construction work for the Alta Canyon recreation facility.
