Council approves $700,000 TRCC match for Bicentennial Park renovation

Sandy City Council voted unanimously April 22 to approve an interlocal agreement with Salt Lake County to accept $700,000 in TRCC (Tourism, Recreation, Convention & Culture) funding toward renovations at Bicentennial Park. The parks and recreation director, Dan Medina, presented the project and explained how TRCC funds would be combined with previously budgeted city funds to complete the scope.
Medina said the total project budget is approximately $1.3 million. The TRCC award of $700,000 matches roughly $624,000 the city had already budgeted. The renovation scope includes two post-tension tennis courts, four pickleball courts, upgraded LED lighting for courts, a new playground with a poured-surface play pad and shade structure, a proposed hammock station, benches and perimeter sidewalk improvements to address drainage and circulation.
Mayor Tamara Zoltanski and Medina reviewed the project’s purpose and community benefit. The mayor referenced the Parks and Recreation Trails Master Plan and broader Cairns District planning objectives in supporting the proposal.
Councilmember Cindy Sharkey and Councilmember Zach Robinson had visited the site during construction and praised the durable post-tension concrete system being installed for longevity. Medina described construction logistics (37 concrete-truck pours for the court slab and laser-controlled screeding) and noted the park’s age (about 49 years) and current condition as reasons for the renovation.
Action: Councilmember Zach Robinson moved to adopt Resolution 25-13-C to approve the TRCC interlocal cooperation agreement; Councilmember Marcy Hausman seconded. The vote was recorded as: Aaron DeKeyser (chair) — yes; Zach Robinson — yes; Marcy Hausman — yes; Cindy Sharkey — yes; Allison Stroud — yes. The motion passed 5–0.
Why it matters: the TRCC grant enables a major neighborhood-park rehabilitation at lower local cost, replacing aging court surfacing and playground elements with more durable materials, improving play and recreation amenities in the historic Sandy neighborhood.
