Councilmember Legree reported out from the March 11 Environmental Quality & Public Works Committee meeting, summarizing staff briefings on utility expenses, the pavement management plan and a solar feasibility study.
James Bush, energy initiatives manager, reviewed utility expenses for fiscal year 2024 and earlier comparisons (FY21 through FY24). He told the committee staff expect minor allocation requests in the mayor's FY26 budget in anticipation of a federal grant and said staff will continue to emphasize photovoltaic rooftop work and coordinate solar with reroof projects. Legree said staff reported minor storm repairs but no major replacements.
Commissioner Nancy Albright presented the pavement management plan, explaining budget allocations by road class, contractor scheduling and prioritization of projects; she noted the paving season runs April through December and staff planned to pursue GIS and software integration to improve coordination with utilities and surveying.
Richard Dugas, administrative officer in the Environmental Quality & Public Works office, summarized a phase 0 Haley Pike Landfill Solar Feasibility Study completed after inquiries about landfill solar development. Dugas said the internal study used external subject-matter experts for site evaluation, regulatory analysis and financial viability estimates and that any future work would follow an RFP process to solicit developers if the project advanced.
No committee action was taken on these items; Legree reported the meeting adjourned at 2:13 p.m.
