Staff reported the site is surrounded by residential and commercial uses and said the proposal is consistent with the General Plan and zoning, which designate the parcel for public/institutional uses. The project was reviewed under the California Environmental Quality Act and treated as exempt as a small-structure project (CEQA Guidelines §15303). Staff said there were no unresolved issues and no public comments.
Staff noted that Stefan Stephanasis concluded that funding can be met and that the applicant accepted the conditions of approval. The zoning administrator asked whether the proposed materials would match the existing building; staff confirmed they would. McKay stated he had no further questions and approved the project. He noted the decision is final unless appealed to the city clerk’s office within 10 calendar days (appeal deadline 2025-04-28).
