Zoning Administrator McKay approved a minor design review permitting expansion of the parking lot at 1455 Corporate Center Parkway, including new parking stalls, lighting and landscaping. The decision was made at a public meeting of the Santa Rosa Zoning Administrator and is final unless an appeal is filed with the city clerk’s office by 2025-04-28.
Staff told the administrator the site is already developed with commercial uses, is zoned General Industrial and is consistent with the General Plan land-use designation. No new use is proposed; the project would add spaces to serve on-site customers and employees. Staff recommended approval, noting the project is statutorily exempt from further CEQA review under CEQA Guidelines §15183 because it is consistent with the previously certified plan-level environmental review.
At the hearing, the administrator asked about biological avoidance and mitigation for “CTS.” Staff and the planner said the measures can be added as an environmental condition of approval. McKay adopted a condition requiring compliance with the mitigation measures referenced in the CEQA consistency analysis (attachment 4). As McKay stated: “I agree with staff’s findings, and we’ll approve the project.” No members of the public spoke on the item.
The approval included a standard appeal notice. McKay read the appeal timeline aloud: “Please note this action is final unless an appeal is filed with the city clerk’s office within 10 calendar days of today’s decision. For that item, that date is Monday, 04/28/2025.”
Because no public comments or unresolved staff issues were recorded, the zoning administrator’s approval completes the city-level discretionary review for this minor design review, subject to the appeal period and any conditions included in the resolution.
