The board approved a resolution transferring $400,000 from the county’s pre‑2020 park development impact fee fund to finance two near‑ready park projects: Fiddletown Park (reconstruction of existing tennis and basketball courts, with pickleball striping) and Pioneer Park (reconstruction of tennis courts plus four dedicated pickleball courts and ADA improvements). GSA Director Glenn Spitzer summarized the scope and total estimated cost (about $800,000 including contingency) and said $400,000 in state grant funding is already identified for Pioneer Park.
ACRA general manager Michael Rock confirmed the projects were recommended by the Amador County Recreation Agency technical advisory committee (TAC) and board at its March 12 meeting; he also outlined how city projects that use county pre‑2020 funds will require a contract between the county and each city before funds are transferred. The board voted 5–0 to authorize the transfer and to proceed to finalize plans and bid documents; staff said contracts for any city‑jurisdiction projects will be returned to the board for approval when ready.
Why it matters: The decision draws down longstanding pre‑2020 impact fee balances and moves two shovel‑ready park infrastructure projects into procurement. Supervisor questions focused on scope details such as whether existing fencing and anchors could be reused to lower construction cost. Bid readiness was described as roughly one month out.
