Local softball organizers propose converting Vista West lot to practice fields; county asks for site plan

Members of the Oil City Stars youth softball program asked the Parks Board to consider using the Vista West 4 property for three practice fields and requested county assistance with grading and infield work.
Ron Kidder introduced club representatives and said the abandoned parcel has not been used in decades and could serve as local practice fields for teams that currently travel to other communities. Jeremy Scribner and other club organizers said they envision up to three practice fields, parking, and irrigation to support turf maintenance.
Parks Director Michael Brown said the county retains irrigation rights to the property, which would allow grassed fields, but noted the county does not provide ongoing turf maintenance and would need a plan for mowing and field upkeep if irrigation is used. The board asked the group to prepare a site plan showing proposed field layouts, parking, and a maintenance plan and to return with a request that specifies what county assistance is sought.
No formal board action was taken; board members encouraged the group to meet with Parks staff to develop a proposal for the next meeting.
