Newman Council adopts 2025 California Fire Code, designates nearby fire hazard zone

The Newman City Council on Oct. 14 adopted an ordinance amending Title 7 of the Newman Municipal Code to adopt the 2025 edition of the California Fire Code and to designate a fire hazard severity zone as recommended by the California Department of Forestry and Fire Protection.
The Fire Chief told the council the fire code and building code follow a three-year update cycle and that the city reconciles the state code with local conditions. “We have to hold a public hearing, allow for some comments,” the chief said, and noted the city sometimes adds local modifications to address unique features such as rail lines and waterways.
The staff presentation identified the designated fire hazard severity zone as an area to the east of the community near the wastewater plant. The chief said he had not seen documents indicating development in that area and expected little community impact from the designation.
No members of the public spoke during the hearing. Council members then moved to adopt the ordinance and to authorize staff to publish a summary of the ordinance. The motion passed 5-0. The council’s action included adopting the 2025 edition of the California Code of Regulations, Title 24, Part 9 (the California Fire Code) and formally recognizing the state-designated fire hazard severity zone.
City staff said they will publish a public summary of the ordinance as required.
Speakers and council members did not request additional study as part of the adoption; the ordinance will be summarized and posted as authorized.
