Manvel commission forwards SUP for chiropractic clinic at 20226 Morris Avenue to city council

The Manvel Planning, Development and Zoning Commission on Oct. 14 voted unanimously to forward a final report recommending city council approve a specific use permit (SUP) for a chiropractic clinic at 20226 Morris Avenue.
The proposal covers Suite C, an existing roughly 1,000-square-foot leased retail space in a light-commercial zone with a State Highway 6 overlay. Planning staff described the clinic as a medical office that will offer injury-focused services including electrical stimulation for pain management and rehabilitation, myofascial release, ice therapy for inflammation control, strengthening and flexibility exercises, and standard chiropractic adjustment techniques. Staff said no exterior modifications are proposed and that the operator will be supported by one doctor. Proposed business hours are Monday, Wednesday and Friday 9 a.m.–7 p.m. and Tuesday and Thursday 9 a.m.–2 p.m.
Planning staff told the commission the site is consistent with the city’s vision for development along the Highway 6 corridor and that the existing retail space is compatible with neighboring commercial uses. "City staff recommends approval of the requested SUP with conditions listed in the staff report," a planning staff member said during the presentation. Staff noted the zoning ordinance requires medical uses to receive an SUP and listed the four standard conditions required by that ordinance; those conditions were described as predetermined by the zoning code and tied to building, safety and operating requirements.
The commission opened the public hearing and called for public comments; staff reported no public comment cards had been submitted and the commission closed the hearing after three calls for comment. After discussion, commissioners voted to forward the final report recommending approval to the Manvel City Council. The motion carried 5–0.
The commission’s action at the Oct. 14 meeting is a recommendation to the council; final authorization of the SUP rests with the Manvel City Council. The staff report and the SUP application will be part of the council packet when council considers the item.
