Findlay City Council adopted a batch of ordinances and one resolution on Oct. 7. Below are the items the council passed, with the motion references recorded in the meeting.
Resolution 26-2025 — Authorizes expenditures already made by the auditor that exceeded existing purchase orders or were incurred without a purchase order. Motion to approve was made by Mayor/Clerk reference and approved by roll call; Councilman Frishee recorded a recorded Nay on the rollcall where noted.
Ordinance 2025-103 — Appropriating and transferring funds and declaring an emergency. Moved by Councilman Palmer; second Bauman. Adopted on third reading.
Ordinance 2025-104 — Contract authorizing the mayor to enter into a multi-year contract (2026–2028) with Hancock County Public Defender Commission for $95,000 per year. Moved by Councilman Palmer; second DeArmond. Adopted on third reading.
Ordinance 2025-106 — Appropriating and transferring funds; adopted on third reading.
Ordinance 2025-108 — Amends codified ordinance 351.19 (violation of individual parking space fines in unmetered spaces); adopted on third reading after committee discussion about enforcement costs.
Ordinance 2025-109 — Prohibited standing/parking spaces code update; adopted on third reading.
Ordinance 2025-110 — Amends general traffic code penalties (codified ordinance 303.99); adopted on third reading.
Ordinance 2025-111 — Rezones two parcels (401 N. Main Street and 0 Cherry Street) from general commercial (C-2) to downtown commercial (C-3); adopted on third reading.
Ordinance 2025-112 and 2025-113 — Two annexation-related ordinances (Keller Cypher Enterprises LLC annexation and related zoning amendments) were adopted on third reading.
Ordinance 2025-122 — Appropriating and transferring funds (special payment to contractor Helms & Sons); council suspended rules and adopted the ordinance by immediate second and third reading after a motion from Councilman Russell; council discussed payment timing and communication to full council prior to execution.
Ordinance 2025-123 — Appropriating and transferring funds for a BWC SIG fire decontamination unit grant match; rules were suspended and the ordinance adopted to allow prompt purchase upon grant award.
Ordinance 2025-128 — Authorizes the mayor, service safety director and/or city engineer to apply for ODOT Office of Aviation funds to cover the city’s 5% local match for the FDY Airport Master Plan; council suspended rules and adopted the ordinance to permit grant application.
Ordinance 2025-129 — First reading (classification/pay schedule); not adopted at this meeting.
