Majority Leader Rosalia Rodriguez, speaking on the floor before the amendment vote, said the bill "has been stakeholder for a long time" and described the pending change as technical. "This amendment just clarifies that we are doing these 2 audits. And that's all that they won't be continued after the 2 audits that we requested in the bill," Rodriguez said when asking permission to offer the third‑reading amendment.
Clerk Schauffler read amendment L008 to the desk. After the amendment was moved and put to a vote, the amendment was adopted 35-0. Senator Kirkmeyer then renewed the motion to pass the bill as amended; the Senate recorded a final passage vote of 35 ayes, 0 noes, 0 absent or excused. Senators later added cosponsors to the bill, including the minority leader, Senator Snyder and Senator Exum.
The enacted language directs the state auditor to conduct or cause to be conducted performance audits of the named divisions; the amendment adopted on third reading narrows the bill's immediate scope by specifying the two audits described above and clarifying the bill does not require continuing or indefinite audits beyond those two.
